BRYAN COUNTY, Ga. (WTOC) - An airport in Bryan County is closer to construction approval for take-off.
A bill creating the Richmond Hill-Bryan County Airport Authority to oversee the study and feasibility of building it passed in the Georgia House of Representatives and Senate. Now, appointing members for planning, funding, and construction is next.
“They are the fastest-growing county in the state. That alone is enough of a reason for an airport,” said Representative Ron Stephens (R-Savannah), the Economic Development and Tourism Chairman. “Once the study is done, the feasibility, and then you move on but you can’t do any of that stuff until these folks are appointed and sit down and say, ‘Look, this is where we are today. Where do we want to be five years from? 10 years from now? And go from there.”
The next steps include the governor giving the “OK” to build upon this plan further.
Stephens said this bill is what they would call a “Local Bill,” where generally local senators and representatives representing their counties have control to collaborate. He said the executive branch likes to stay out of these kinds of bills allowing him to feel confident that they will move forward sooner rather than later.
But, there are some concerns that there will be struggles to get it done past this first phase of creating an authority.
Stephens highlighted that more people moving to the region, and investors capitalizing on a growing community, showed the time for an airport was now.

Also, previous investments are good but this is a great next step for the future.
“For years, the economic development for Bryan Co. has been the school system and really not much development as far as industrial and commercial,” he said. “That’s going to change, it’s going to change in a hurry.”
The only complaints he’s heard are about the distractions that come with planes flying consistently.
“I haven’t heard a whole lot, what I have heard is the concern for noise. I live next door to an airport, if you will, in Hodges in the Georgetown area, and most people don’t even know it’s there.”
He brought up traffic concerns on Interstate 95 that could get worse over time too which could improve with an airport nearby.
“An airport speaks about a very productive county and our county, thank goodness Bryan Co. saw that coming and they asked us to create an authority so whenever it does show up, that we’re ready.”

Legislation to create the Richmond Hill-Bryan County Airport Authority gained approval by the Georgia House on Tuesday.
House Bill 763, sponsored by State Representative Ron Stephens creates the authority in anticipation of airport construction in the county in the coming years. The bill was co-sponsored by Representatives Jesse Petrea and Lehman Franklin, who also represent portions of Bryan County.

The initiative of an airport in Bryan County gained momentum in 2024 after economic development leaders in Bryan County expressed interest in an airport. CEO of the Bryan County Development Authority told a news outlet that they’re asked “a lot” about whether or not Bryan County, amidst all of its growth, has an airport.
“They live in Savannah, or the Savannah metro area, and they’re having to store their aircraft in other neighboring airports and some of them have to drive up to an hour just to get to their plane,” Bryan County Development Authority CEO Sean Register said.

City and county officials voted shortly thereafter to approve a feasibility study to determine the size and location of an airport in Bryan County. The study came at the cost of $180,000.
The legislation creates an eleven member board which will be appointed by elected officials.
All of the terms will be 4 years with the exception of the Posts held by City Manager and County Manager, which will be held for the duration of the job.
The first meeting must be held by April 30, 2026 at 10:00 a.m. and notice must be given to the legal organ of Bryan County at least 15 days ahead of time and posted on the city and county websites. The Authority will otherwise be subject to the Open Meetings Act and the Open Records Act.

The bill was approved on the local calendar in the Georgia House, which is similar to a consent agenda. Several bills are voted on at one time when dealing with matters of local legislation. The local calendar passed unanimously.
The bill must pass in the Georgia Senate and be signed by the Governor before it becomes law.

RICHMOND HILL, Ga. —
Bryan County is inching closer to having its own airport, but the path forward is facing turbulence from residents who say the project raises serious concerns.
On Tuesday, the Georgia House of Representatives approved House Bill 763, legislation that would create the Richmond Hill Bryan County Airport Authority. If passed in the Senate and signed by the governor, the new authority would oversee the planning, funding, construction, and possible operation of a future airport in Bryan County.
The authority would have the power to acquire land, apply for federal and state funding, and manage airport development — a move local leaders say reflects the growing demand from private plane owners in the area. But not everyone is ready for takeoff.
"I definitely think they are not listening to the citizens," Kerri Cook said.
Cook is a 23-year resident of Richmond Hill. She suffers from a rare neurological condition that makes her highly sensitive to noise.
"It makes me very sensitive to noise that actually causes physical pain," Cook said. "I am exposed to a lot of noise, particularly from a flight school with planes flying low overhead all day long, I really don't know that I can stay here."
Cook says she may be forced to leave her home if the airport is built. She's not alone. The topic has sparked debate across social media, with residents raising concerns about not just the noise — but also the environmental impact.
"I'm concerned about the possibility of this being built so close to our waterways, particularly because we're also having this battery plant that's being built so close to our waterways," Cook said.
The Bryan County Development Authority says the airport could address a real need — especially for local aircraft owners who currently have to drive up to an hour to reach the nearest airport. However, Cook believes the county should prioritize other services first.
"We lack an emergency room there. We don't have a lot of restaurants, so there are a lot of things that the citizens of Richmond Hill could really benefit from," Cook said.
WJCL 22 News reached out to the city of Richmond Hill for comment but has not heard back.
House Bill 763 aligns with a $180,000 airport feasibility study launched in 2024, jointly funded by Bryan County, the city of Richmond Hill, and the Development Authority of Bryan County. That study aims to help determine the best size and location for a possible airport in one of Georgia’s fastest-growing counties.
The bill still needs to be passed in the Georgia Senate and signed into law by Gov. Brian Kemp.
