OAK CREEK, Wis. – Oak Creek residents packed City Hall Monday night to voice their concerns about a proposed affordable housing development that would bring up to 50 single-family homes to county-owned land near Highway 32 and E American Avenue.

Milwaukee County Housing Services is proposing the development, known as the 9050 S. Annette Place Development Plan, which would be funded by $7 million in federal dollars. Housing Services Administrator James Mathy said the project would not use any funding from the City of Oak Creek.

According to the plan, the homes would be built for immediate homeownership and priced between $225,000 and $250,000. Deed restrictions would be put in place to ensure long-term affordability after resale, and buyers would be required to complete an application process.

"Our job is to build affordable housing, not luxury units," James Mathy from Milwaukee County Housing Division said.

The project sparked heated debate from neighbors who worry about increased traffic, reduced green space and potential impacts on their property values.

"Affordable housing is needed. But a government artificially capping houses is market manipulation. Market manipulation will always have winners and losers, and right now we are the losers," resident Jeremy Basterash said.

Daniel Flaten, who lives directly adjacent to the proposed development site, reached out to TMJ4 with questions about how the project would affect his neighborhood.

"For them to put all this in... Well, the traffic is going to be a lot more. That was my biggest concern," Flaten said. "This is the quietest neighborhood I've ever lived in. I know all the neighbors. Everybody knows everybody."

Despite his traffic worries, Flaten expressed optimism about the development's potential benefits.

"I kind of look forward to it. I think it'll be good for the actual whole neighborhood," Flaten said.

The county plans to hold additional meetings about the proposed development. They say, one will be on February 24 and the other will be on April 6.

Snowy owls show up in Wisconsin almost every winter, but their numbers vary due to a variety of reasons.

Snowy owls in Wisconsin are not a new phenomenon, but one still rare enough to get everyone in Milwaukee County and beyond buzzing. This year, the a single Arctic snowy owl traveled all the way down from the Arctic tundra to make an appearance in Oak Creek, WI. With the cold snap that’s been hitting the state, the Arctic snowy owl might be forgiven for thinking it’s back in its native homeland.

While many have expressed concern for the owl’s well-being, a spokesperson from the Wisconsin Department of Natural Resources (DNR) explained the owl appears completely healthy. “The owl is fully flighted, and photos indicate that it is feeding and behaving normally,” the spokesperson says.

During an average winter, some owls will migrate south leading to small numbers of snowy owls reaching Wisconsin every year. Every few years though, these numbers swell, leading to an event known as an “irruption,” where an unprecedented number of snowy owls show up in the state.

Currently, this year’s sightings for the snowy owl are a little low, with around 60 sightings compared to last year’s 84 sightings for the same time. The total is relative to a non-irruption year.

The highest irruption year in recent years was in the winter of 2017-18 with 224 snowy owl spottings.

The owl has also been spotted in Lake Vista Park and elsewhere around Milwaukee County in recent weeks. In order to protect the animal’s safety, the DNR spokesperson stresses that the public should give the owl plenty of space and not disturb or try to approach it.

A standout at Oak Creek High School, Beckum showcased his versatility playing multiple positions in high school before becoming a top collegiate recruit. He played college football at the University of Wisconsin, where he was a First‑Team All‑American and a leading receiver among tight ends nationally. Beckum was drafted in the third round of the 2009 NFL Draft by the Giants and was part of the team that won Super Bowl XLVI in 2012. Calhoun is a former NFL running back and one of Oak Creek High School’s most decorated athletes. In high school, he rushed for over 5,000 yards and 82 touchdowns, earning honors like Gatorade State Player of the Year and recognition as one of the nation’s top running backs. Calhoun continued his career at the University of Colorado for two seasons and the University of Wisconsin, where he had a historic 2005 season with over 1,600 rushing yards and 22 rushing touchdowns, setting school marks and earning All‑Big Ten accolades. Hernandez is a talented basketball player from Oak Creek High School who continued her career in college basketball. She was a key player on Oak Creek’s girls’ basketball team, helping the Knights capture multiple conference championships and earning all‑conference honors, as well as an Honorable Mention All-State her senior season. After high school, Hernandez played at the collegiate level, including stints at Cleveland State and Youngstown State, where she contributed as a forward and best showed her defensive presence. Winchel is a volleyball player who graduated from Oak Creek High School and went on to play at the University of Wisconsin‑Oshkosh. At Oshkosh, she was a defensive specialist, starting numerous matches and leading her team in categories like digs and aces. In high school, Winchel was recognized for her defensive play and earned All‑Southeast Conference Second Team honors. After a standout career in Oak Creek, where he became the school’s all‑time leading scorer and earned All‑Conference honors, Cleary played collegiately at the University of Minnesota Crookston. He became one of the most prolific scorers in NCAA Division II history, setting school and conference scoring records and earning multiple All‑NSIC and All‑America honors.
