RACINE, WI — Voters in the Racine Unified School District approved the district’s request for a $190 million, five-year, non-recurring referendum.
Voting results were as follows:
Yes: 23,479No: 22,538
During a visit to Racine Rotary earlier this year, RUSD superintendent Soren Gajewski said the money was necessary to prevent teacher layoffs, increased class sizes, and reductions in student support programs.
With this cash injection, the school district can avoid deeper cuts such as faculty reductions, larger class sizes, and fewer elective classes.
“We’re grateful to our community for demonstrating your support for our students and our schools,” said Stacy Tapp, Chief of Communications and Community Engagement at Racine Unified. “On behalf of the students and staff of RUSD, thank you!”
RUSD faces a $24 million budget shortfall next year, projected to grow to $45 million by 2028. Gajewski told the Rotary audience and local groups during several smaller meetings in the weeks leading up to the election that the district has already exhausted other cost-cutting measures.
“Last year, we had a $34 million budget shortfall,” he said. “And this is what we did: we cut about $10 million in staff, including teachers, principals, and support workers.”
Prior to 2009, Wisconsin public schools had their revenue limits adjusted to match inflation. As cost-of-living and operational expenses rose, state funding increases were commensurate.
Since then, school funding has not kept pace with inflation.
A story from PBS Wisconsin notes that instead of an automatic increase, state lawmakers now determine school funding levels during each budget cycle.
This has led to smaller per-pupil increases that do not align with the rising costs of salaries, transportation, utilities, and classroom materials, the article continues.
Gajewski told a group at district headquarters in February that this decision alone has cost the district tens of millions of dollars in lost revenue.
“Had we continued to at least stay with inflation for public education, I would have $50 million more in my budget right now, and I wouldn’t be standing here talking about this with you,” he said.

RAYMOND, WI — Voters in Raymond rejected the Raymond School District’s second request for additional funding.
The first referendum for $3 million was rejected last November. The April 1 ask was for a $2.25 million, non-recurring referendum that would have added $750,000 in annual revenue for three years.
Voting results were as follows:

The measure would have helped the district fund operations such as teacher salaries, gas and electric utilities, textbooks, and technology.
Superintendent Michael Leach expressed shock.
“I felt like the district did a good job listening to the community needs, but the community has spoken that they want to reduce financial impact,” he said. “There are going to be challenges, and Raymond will continue being a school that does its best for kids. I just hope the community understand changes that will come even as Raymond School remains an important part of Raymond.”
This is the second time Raymond School has asked voters to approve the referendum to help offset a significant budget shortfall faced by the district, projected at approximately $754,000 for the 2024-2025 school year.
This funding gap was driven by a mix of past budget miscalculations, decreased revenues, and escalated legal fees of $200,000, in excess of the $5,000 usually budgeted.
A member of the Raymond community was present when the polls closed and said they are heartbroken.
“This is really hard, and tomorrow will be a sad day,” they said. “I really thought the superintendent did such a good job getting the word out, and the community sessions were so well received.”
Approval of the referendum would have secured additional revenue to maintain staffing levels, kept class sizes manageable, and continued offering essential programs and extracurricular activities.
Without this support, the district faces potential cuts that could have impact students’ educational experiences, including reductions in staff and larger class sizes.
The board on Oct. 21, 2024, voted to keep the levy flat at $3.77 per $1,000 of assessed value. Because Raymond property values increased, though, taxpayers still face a double-digit tax hike of about 12%.
Approving the referendum would have raised the levy to $4.98 per $1,000 of assessed value. With Raymond’s median home assessed value is $479,000 as listed on the Wisconsin Department of Revenue’s website, property owners would have/will experience/experienced an additional $536 initial tax increase on average.
Raymond School voters also elected board members, two of them to serve on the Board of Education for the first time.
The top two vote-getters will serve a three-year term. The candidate with the fewest votes will serve a one-year term.
All three candidates – Jennifer Gonzalez, Keith Kastenson, Mike Pauers – ran unopposed.
Pauers was elected in Feb. 2024 during the recall election. He replaced Gwen Keller who resigned just before the election.
Neither Janell Wise nor Patti Hren ran for re-election.

Arrowhead Union School District

At Arrowhead School District in Waukesha County, after a previous referendum was defeated, the superintendent says they're now asking for $136 million to expand the north campus and level the building.
"You can see it's just starting to deteriorate from the moisture," said Superintendent Conrad Farner. "We've given tours to multiple families, none of them are choosing arrowhead."
He says the plan is cheaper than maintaining the two buildings for the next 20 years.

Sheboygan Falls School District

The Sheboygan Falls School District is hoping for $70 million.
That's a revised plan from its original fall proposal.
"Addressing some of our capitol needs that we have at our elementary and our high school," said Superintendent Zach Pethan.
He says some needs are doors, windows, and roof segments, a new addition to the high school for CTE programs, and a 4K learning area in the elementary schools.

ROCHESTER — There is a restaurant in Wisconsin that has two military jets, a helicopter, and a tank. Oh, you can't forget about the rocket launchers and missiles either.
It’s called The Bunker in Rochester, Racine County. It’s a military-themed bar and restaurant. One the restaurant's specialties is the Spam burger. I had never eaten Spam before this story, and I liked it.
The Bunker was started by Steven Oschmann and Michael Fischer, two Vietnam veterans and friends, 25 years ago. They wanted to accomplish two things: create a place for veterans to gather and display military artifacts.
"A place for veterans like ourselves to come and feel comfortable and talk about their experiences and just to be themselves," Michael Fischer, who was in the Marines, said.
For a quarter of a century, veterans have come for the camaraderie and the support.
“We direct our fellow veterans where to go if they have certain issues or problems," Oschmann, an Army veteran, said.
The Bunker doubles as a Veterans of Foreign Wars (VFW) post. Since it's an official VFW location, The Bunker is eligible to receive decommissioned military vehicles. The engines are taken out, and none of the weapons are active.
“(The vehicles are) under the VFW’s name. The government actually owns all of those. They give us that for static displays," Fischer said.
The vehicles are on an indefinite loan. The military has programs for eligible organizations, like the American Legion or VFW, to apply for and receive tanks, jets, and helicopters. The organization then has to provide proof of yearly maintenance and purchase insurance.
They wanted to make the public aware of what military life was like. Along with the vehicles there are patches, missiles, photos, uniforms, helmets, and rifles on display. Almost all of the wall space has been covered. Even the roof is decorated. Veterans will sign the roof with their name and military branch.
“To me, it’s educational for folks," Oschmann said.
Oschmann and Fischer have even given tours of the restaurant like a docent would at a museum.
“We have a lot of families that come here, walk around, take pictures," Fischer said.
Over the years, The Bunker has become known around the world for its military museum.
“I have people come in from Australia, New Zealand, Germany, all over the world," Oschmann said.
It's not just for the displays but because of the work The Bunker does too. The restaurant raises thousands of dollars each year for veteran and non-veteran charities.

“Well, I want them to know we’re here for all the vets, past, present, and future," Fischer said.
They help the veterans in Union Grove and have raised money for local libraries.
During the past 25 years, the jets and tank have helped bring customers to The Bunker. However, what keeps people coming back is the community and their charity.
The Bunker hosts a large Memorial Day party. They also coordinate a yearly ceremony to properly dispose of tattered or torn American Flags. Find out more information about upcoming events on The Bunker's Facebook page.
