KENOSHA, Wis. — Kenosha County District Attorney Xavier Solis had his law license reinstated Tuesday, a day after it was suspended by the Wisconsin Office of Lawyer Regulation.

A memo on Monday said Solis’ license was suspended for “willfully failing to cooperate with one or more OLR investigations into alleged misconduct.” It did not elaborate on what that investigation might be.

Solis got the license back on Tuesday through a Supreme Court rule that allows for automatic reinstatement if the person “discloses fully and fairly all facts and circumstances pertaining to the alleged misconduct, or otherwise cooperates with the investigation, to the reasonable satisfaction of the director or special investigator.”

Solis issued the following statement following his reinstatement:

"I want to sincerely thank the members of our community, as well as the many attorneys and colleagues who reached out to me with words of support and encouragement. Your calls, messages, prayers, and expressions of confidence have meant a great deal to me and my family. I am deeply grateful for the support I have received and remain committed to serving the people of Kenosha County."

Initially, it was unclear on Monday what would happen to Solis, as state statute says a person is not eligible to hold the office of district attorney without a license to practice law.

Amid the now-former suspension, Spectrum News 1 reached out to the governor’s office to see if Gov. Tony Evers would formally try to remove Solis from his position. Evers’ office responded saying:

“Our office was made aware of the Office of Lawyer Regulation memo through news reports today. We’re not aware that we have received any formal communication from the Office of Lawyer Regulation regarding this situation at this time, but we plan to reach out to get additional information to determine what steps the governor may be able to take next, if any.”

Solis was elected Kenosha County’s DA in 2024, after serving as a defense attorney. He had no prior experience as a prosecutor.

He’s also been at the center of some controversy. Earlier this year, he was penalized for using artificial intelligence to write a court filing.

According to court records, Solis’ filing was inaccurate and referenced “made-up” legal cases. The records also show that Solis did not disclose that he used AI.

At a pair of public hearings last week, residents overwhelmingly opposed a planned natural gas plant in Kenosha County.

Chicago-based developer Invenergy has proposed a roughly 1.2 gigawatt natural gas power plant in the town of Paris. That project — known as the Red Oak Ridge Energy Center — is currently moving through the Public Service Commission of Wisconsin’s approval process.

Red Oak Ridge would be the second-largest of Wisconsin’s 29 existing natural gas power plants, according to a report from the University of Wisconsin-Madison researchers. Invenergy has said the plant is meant to help respond to rising electricity demand in Wisconsin, and that it would not be run continuously.

Residents who attended the public hearings largely opposed the project, raising concerns about industrial development in a rural community, as well as negative health and environmental impacts. Many speakers also argued the plant is being built primarily to support the growing power demands of data centers.

Paris resident Kaley Zalubowski said she has a son with asthma and she’s worried he could see negative health effects from the project. She also said she wanted to see the community maintain its rural character.

“Stand up for the families, the farmers, the livestock, the wildlife, and the generations who have invested their lives here,” she said. “Please do not ask us to sacrifice our health, our quality of life and our community for a project that benefits others while placing the burden on those who call this place home.”

The backlash comes as a recent draft report from the Public Service Commission found electricity demand in Wisconsin could increase by more than 40 percent by 2032, the rapid increase driven by hyperscale data centers.

We Energies, whose service territory includes data center developments in Port Washington and Mount Pleasant, plans to acquire the Red Oak Ridge project.

The cost of acquiring and building the plant is about $1.77 billion, according to documents filed with state regulators.

In a statement, Daniel Birmingham, Invenergy’s developer for the Red Oak Ridge Energy Center, said the plant would “help stabilize costs and meet electricity needs during periods of peak demand.”

“It will also invest directly in the local economy through good-paying jobs and up to $2.4 million each year in new revenue for the town and county,” Birmingham stated.

But Paris Town Board chair John Holloway said town residents have been attending recent Town Board meetings to share their concerns about the plant.

He said most of the residents speaking out do not feel comfortable with the state decision-making process and question who will benefit from the new power plant. The town is already home to a solar farm and a peaker power plant.

“The town of Paris has a large burden of energy generation already in the town,” he said. “And the residents are questioning, ‘Why do we continue to have more power generation within the town?’”

Paris resident Tina Brewer said town residents haven’t had enough voice in “whether they want this type of industrial development.” She said residents, not companies, should decide the future of the town.

“What’s happening here feels like the wild west, where large corporations are racing to see how quickly they can push these massive projects into our communities before residents fully understand the consequences,” she said. “This project is not being built to benefit our families, our schools, our farms, or our local community. The electricity generated by this methane plant is intended to power energy-hungry data centers.”

But not all residents opposed the project.

Mike Cavalenes, a Paris resident, spoke in favor of it. He said there’s been industrial growth near the preferred project site that makes it a good location.

“They picked an area right along the frontage road,” he said. “There’s two warehouses behind it. There’s water available. Lake Michigan water. There’s the power lines just a short distance away and there’s a gas facility there. Whoever did this knew what they were looking for.”

George Stoner, who is president of the village board in nearby Somers, said in written testimony to the PSC that he supports the project. The village of Somers will provide its water services if it’s approved.

He said the proposed project site is partially located within the village of Somers’ growth area and he believes it’s a good fit.

“I welcome this investment in our community,” he wrote. “The presence of reliable, readily available sources of energy supports the growing energy needs for new housing and economic development opportunities.”

Beyond residents and local leaders, environmental advocates also spoke out against the plant, raising concerns about natural gas contributing to climate change and negative health risks. Meanwhile, labor leaders spoke in favor of the project and the construction jobs that it will provide.

According to the PSC, Invenergy hopes to begin construction by October and have the plant operational by June 30, 2030.

KENOSHA, Wis. (TMJ4) — After seven years of helping provide emergency food assistance throughout Kenosha County, the Kenosha County Food Bank has announced plans to dissolve and cease operations by the end of 2026.

The organization, founded in 2019, said the decision came after exploring partnerships and other options to keep its operations sustainable.

The food bank's secretary told TMJ4 the decision was financial. She explained that the organization is run entirely by volunteers and that, after reviewing its current circumstances, the board determined closing was the best path forward.

In a statement, Board President Teri Knuese called the decision "incredibly difficult."

"We are deeply proud of what KCFB has accomplished over the years, and we are grateful to every volunteer, donor, pantry partner, and community organization that has helped make that work possible," Knuese said.

The closure raises questions about how local organizations will continue meeting the demand for food assistance.

At Shalom Center, Kenosha County's largest food pantry, April Guenther said providing food means more than filling grocery bags.

"When you're struggling for food or don't know where to get food from or food is scarce, that just adds to stress and worry," Guenther said. "So we like to consider ourselves a beacon of hope."

Shalom Center, which has partnered with the food bank, expressed gratitude for the organization's years of service and said it remains committed to helping families facing hunger.

However, Guenther emphasized that continued community support is essential.

"There's nothing promising that the Shalom Center will be here without support from our community," she said.

Shalom Center encourages residents to support local food pantries through donations and volunteer work.

Meanwhile, the Kenosha County Food Bank said it will work with pantry partners during the transition to help maintain access to emergency food resources.
